Why Google has changed the gam

Well, that certainly caught the world by surprise. Last weekend, The Sunday Telegraph ran an interview with Eric Schmidt, the chief executive of Google, in which he was asked whether his company's image, and particularly the corporate motto "Don't Be Evil", was looking a little raggedy. Did he feel concerned about the growing weight of opinion that Google was becoming too big and in danger of becoming too intrusive?

His answer was surprising. "I do and I have felt that since the day I started at Google." He was talking about the business becoming classed as "middle-aged" and no longer innovative.

But he could just as easily been speaking about wider issues around Google's reputation. This week's remarkable move to demand that either China stops censoring Google.cn or the technology giant will pull out of the Communist country reveals the depth of concern at the US giant over its reputation as well as how its services are being misused.

Those of a more cynical persuasion have been happy to dismiss Google's move as driven by economics (they run a long way second to Baidu in search in China) rather than morals. Others argue that Google.cn would not be missed and that, in any case, it doesn't matter where you operate, companies have to replica bag wholesale abide by national and local laws on what is permissable internet content.

Such arguments miss the point. Firstly, Google has recently posted its most successful quarter in China, where there are 340m internet users - a number which is growing rapidly.

Secondly, Google has at a stroke, whether you agree or disagree with the why, transformed the debate around corporate social responsibility (CSR). For many companies, as one senior Google executive told me, CSR means not a lot more than "a few pictures of smiling African children in the annual report". For Google it will almost certainly mean many millions of dollars of lost advertising revenue after its ejection from China. That is a bottom-line cost that most would not be willing to take.

Google apparently first started seeing evidence of unusual patterns of behaviour on its Chinese platform just before Christmas. Malware - malicious software which tracks what users are doing - and phishing exercises - attempts to gain passwords by sending bogus emails - were being used against campaigners and dissidents in China. The suspicion was that this was activity either directly by or sanctioned by the Chinese authorities.

Google founders Sergey Brin and Larry Page were informed and, a month later, announced that Google would either operate an entirely transparent search service in China under its Google.cn banner or it would not operate at all.

Google has always been a somewhat reluctant participant in China. The business argument - and one that Mr Schmidt certainly understood - was clear. If Google is a truly global company then it should have operations across all territories.

But the 2006 decision to launch came at a price. Google agreed to have its Google.cn censored to ostensibly comply with Chinese laws. In practice it meant that Google was agreeing that images of, for example, the protests at Tiananmen Square or treatment of campaigners in Tibet would not appear.

Mr Brin, always seen as the conscience of Google (his family fled from Moscow in 1979 to escape persecution for their Jewish faith) has long been concerned about the decision. At the World Economic Forum summit at Davos in 2007, when asked about the issue, he replied it was a "net negative".
